Tourism Development Fund Signs Partnerships Exceeding SAR 4 Billion at Momentum 2025 Conference
Riyadh, December 2025 — The Tourism Development Fund strengthened its presence in the national development-financing landscape by announcing six new agreements and memoranda of understanding worth more than SAR 4 billion, during its participation in the Momentum 2025 Development Financing Conference organized by the National Development Fund, attended by government leaders and decision-makers in the financial and tourism sectors.
This expansion builds on the fund's efforts to offer innovative financing solutions through its tourism-empowerment programmes, which target micro, small and medium enterprises and help them enter the tourism sector strongly — one of the Kingdom's fastest-growing sectors. Since their launch, these programmes have provided financing nearing SAR 3 billion, helping create more than 74,000 job opportunities across the Kingdom's regions.
Tourism Development Fund CEO Qusai Al-Fakhri said the growth of the empowerment programmes marks a qualitative leap in supporting the tourism sector, with the number of beneficiaries growing tenfold and financing volume more than doubling compared to previous years, reflecting the success of the fund's strategy in providing a comprehensive empowerment system that goes beyond financing to creating investment opportunities and supporting the sustainability of tourism businesses.
Expanded Financing Partnerships
The conference announced a new agreement with the Kafalah Programme to expand financing guarantees through a new SAR 700 million programme in partnership with 45 financing entities, after previous agreements enabled more than 2,000 establishments with guarantees exceeding SAR 2 billion.
The fund also signed a SAR 300 million financing cooperation agreement with Arab National Bank to support tourism establishments, complementing a previous agreement of the same value that benefited 249 establishments in under a year.
New Agreements With Financing Companies
The fund boosted financing options through four agreements under its Financing Companies Programme, totaling SAR 200 million, with:
- Al-Jabr Finance
- Al-Taysir Al-Arabia
- Al-Raeda Finance
- Tamweel Al-Oula
These agreements aim to accelerate establishments' access to flexible, comprehensive financing solutions suited to the nature and diversity of tourism projects.
Supporting Entrepreneurs and Small Establishments
The fund also announced a memorandum of understanding with the Small and Medium Enterprises Bank to develop the development-financing model and expand the scope of financial and non-financial solutions, boosting the ability of establishments and entrepreneurs to scale and sustain their businesses. The number of establishments benefiting from the fund's programmes has now surpassed 10,000.
This momentum underscores the Tourism Development Fund's pivotal role as a national enabler contributing to raising the tourism sector's share of the national economy, within the National Development Fund's system, which works to unify the efforts of development funds and drive sustainable economic growth.
