ITU Secretary-General Doreen Bogdan-Martin said 80% of the agenda items for the 2027 World Radiocommunication Conference (WRC-27) concern space services in a keynote dated October 12 for Riyadh’s Space Sustainability Forum. The text is marked as prepared for virtual delivery.

The keynote links expanding satellite constellations with closer spectrum and orbital coordination, interference prevention and planning throughout a system’s lifecycle.

Practical coordination tools

It also discusses ARGUS. The official tool page explains that it visualizes notified non-geostationary satellite systems and links them to frequency-assignment details and operator contacts to support coordination. Application access is restricted to ITU-R members. The speech does not announce an ARGUS launch at the forum.

The Global Space Connectivity and Sustainability Events run from October 12–14, 2026, combining Connecting the World from the Skies and the Space Sustainability Forum. CST and ITU co-organize the gathering, which uses a hybrid format under ITU’s official update.
