Saudi Arabia’s Ministry of Energy and Oil Sustainability Program signed two memoranda of understanding and a clean-cooking agreement on 12 October 2026, alongside the 25th WPC Energy Congress in Riyadh, according to the Saudi Press Agency.

Energy and carbon cooperation

The ministry’s memorandum with the International Energy Forum covers clean-energy technologies, climate mitigation and the Circular Carbon Economy approach, including regional cooperation, research and climate-related dialogue.

Expanding access to clean cooking

The Oil Sustainability Program’s memorandum with Sierra Leone’s Ministry of Energy explores renewable-energy opportunities, transport and fuel solutions, and plans to improve household access to cleaner cooking, including LPG and electricity.

A separate agreement with the U.S. Bettering Human Lives Foundation examines LPG projects, community initiatives led by women, safety awareness and knowledge exchange. These documents establish cooperation frameworks and explore opportunities; the announcement did not specify financial values or completed project totals.

The signings took place on the sidelines of WPC Energy Congress, which continues through 15 October during Energy Week in Riyadh.
